That was because online passes are now being implimented on a console level basis, and not just on a game to game basis. It's not just for multiplayer anymore either, it's for any game that is bought used. You have to pay a fee on Xbox One if you want to even start up a used game.
So yeah, I suppose I was a fool for thinking EA were actually righting their wrong. I guess the others were right about it all being part of an even more horrible setup.
