FPS tests a persons reflex abilities. Its about timing, aim and quick thought process. Some people think faster than others under pressure. In games like battlefield its about formation and everyone fulfilling certain duties to capture flags and thus. 

JRPG's test your strategy (battle style, character choice, cpu tractical plan, HP& MP counting, Specials attacks and ) inventory (potions use, mixture, weapon changes and upgrades, buffs which are numerous ), fantasy games unique to the world you're in.

Theres just a lot of crap. 

I agree with FPS reflex abilities and whatnot but disagree with the rest. 

Virtually every game can "test your strategy" but in the vast majority you don't need to (and most people don't) use strategy to play or beat them them. I'd say on the hardest difficulties for both genres JRPG's will need to have more strategy (however that can easily be combated by online play in a FPS which could employ a large amount of strategy by you and your teammates). 

I would say most games have the potential use of strategy in them.
