Why didn't Sony want to publish Demon's Souls in the West when they published it in Japan and assisted in its development!

The difference is Sony only "Assisted" in the development of Demon's souls and published it in Japan while Panopticon is being "developed" by Japan Studios, or so says the trailer. If it is developed by Sony's Japan Studio, then there's no reason for them not to localize it as they have pretty much localaized every game Japan Studio has made.
