Are "next gen" consoles already last gen compared to the best PC rigs from today ?

The reality is PC will always be ahead of any console in terms of specs but how much time developers need in order to develop games that look a generation ahead compare to next gen console? that's the question. We won't know the real potential of the next gen until their second o third year on the market.
