Was 'WipEout Deceit' Studio Liverpool's game-in-development at their closure?

I'm still pretty sad. A dev on gaf mentioned an open-world wipeout game or something, where you could drive (hover?) up buildings. Think what Burnout Paradise did for the Burnout series. Oh well :(
