If they want to why not let them? You could argue for banning all unhealthy food for people under 21 as well. Not to mention force people to do mandatory exercise since it may be good for their health.
e'g' New York wants to stop people under 21 from becoming lazy unhealthy slobs by mandating 45 min of daily exercise reducing obesity and health problems?
