Here's the flaw. AMD doesn't offer anything different here than all of the established ARM players - Qualcomm, Samsung, Nvidia. They aren't even using a custom core, just generic ARM.

Intel is choosing to make Atom fit this TDP space and by sheer process advantage it will work soon.

You are correct that AMD will accept lower margins, but the consequence is they don't have the R&D cash to keep up with Intel/Nvidia on architecture, and have zero chance of gaining on Intel's process lead.
