Not really, the amount of games banking on blood has increased. Violence before this last generation and the back half of the PS2/GC/Xbox generation wasn't so heavy because you had different genres that were selling well, like platformers, racing games and sports other then soccer and American football. Things have changed, despite the period of success that the Wii and rhythm based gaming saw, due to the success of Modern Warfare and Gears of War, more and more publishers and developers are trying to clone that success throwing things out of wack.

Even during the days of Mortal Kombat/Street Fighter 2 were at their heights, other genres got decent sales. The epic rises of M rated franchises however have left the previous genres in positions where they can't catch up (outside of a few key ones) they appear on a decline, where as back in previous generations this number of M rating titles weren't exactly the norm. There were several but not nearly this many as a number of publishers would try to limit their titles T ratings so as to not lose potential retailers that wouldn't sell a M rated game.
