You forget the licensing required for mass production printing machines, Licensing for distrubution in various regions is also different and of course licensing to modify the format of the drive to implement additional security for disk protection, whilst maintaining the functionality of original disks, but hey..

It's industry deal originated, it's not like theres just a webpage you can go to, to look them up, basically any company wanting to mass produce blu-ray movies need to not only pay for the disks but also license the hardware burning them, you can't just setup a company using PC based bluray burners and create corporate media for sale, sure it'd work if your userbase is small and you're making copies homebrew, but as soon as you start needing mass production hardware you start needing licenses too.
