It did have fantasy, loads and loads. About a third into the game you obtain the Dusk Shard or something like that, then slowly the fantasy trickles in until you get very late into the game.
I admit it was heavy on politics, but the problem was the weak character driven story that allowed the politics to overshadow the the characters for the first half of the game.
