Well private prisons are a consequence of the state imprisoning too many people. The upkeep of these prisons is too expensive because they're overcrowded, primarily from the war on drugs, but for other reasons as well. Politicians realized that taxes couldn't keep up, and also discovered they could make money off of imprisoning people, hence you get private prisons. But of course, some (or most, in my opinion) blame must be given to the politician as well. The state itself is inherently (and has its tendency to become) corruptible due to its special powers.
