Everything else aside, the problem here is that the parents left a gun out in the open. They were asking for something like this to happen. Assuming that the gun is unloaded when you have small children around is insane. It's not an accident, it's negligence.
Where I live, some people give their kids guns as soon as they're old enough to walk, just about. While I don't like it, it's much less of a problem if there is very close supervision.
