Yeah, I'm pretty sure that's how it works. Both when I pre-ordered Naruto Storm 3 and Soul Sacrifice, I tried to pay, but they sort of wouln't let me, so I had to wait to be charged when the games shipped. It's both good and bad, as sometimes I wanna pre-order something when I have the money, but by the time it launches I spent it all and I'm skint.

Anyway, just pre-order it and if they ask you for money, cancel it, I guess.
