You do know that Nintendo has actual numbers for how many Wii's are connected to the internet, right? I'm not entirely sure they would push out a message like that if only 15% of Wii owners would see it. Even if that number was 100% accurate, that still accounts for almost 15 million users (based off of 99m Wii's sold)...which is plenty of people.
That annoying blue light glows when you get a message too, and doesn't go away until you see it so it's not like it will go completely unnoticed either.
