At best this will be a timed exclusive.
EA will not be exclusive to any console.
This is probably the deal they cut with MS when they bought BioWare. Remember, MS published Mass Effect 1 and it was rumored they had ME 2 and 3 publishing as well. EA wanted out of the publishing agreement for obvious reasons, so MS priced it with timed exclusivity for a next generation game.
Just makes sense.
