Yeah, it's slightly better. Compared to Link's Awakening, it's a fuller, better paced game with an improved sense of humor and more interesting mechanics.

Not to take anything away from Link's Awakening, which has brilliant dungeon design and boss battles, and a very unusual and surprising story.
