I agree about this, but the line should be drawn where things get really offensive or harassing, in a sexist, religious or whatever else way or not, not just politically uncorrect... Heck, we could target even males with a PMS joke in the right situation, actually when we males are the targets we can be a lot coarser and get from PMS to menstruation jokes themselves: when I was in the highschool my nose bled quite often (I eventually had to have a vein cauterized to solve that) and my deskmate always asked me "got the curse"?
Even age of the target can sometimes make the difference, if a male goes often to the toilet, a prostate joke can be funny if he's young, but rude if he's old, unless there is familiarity, he's in the right mood and he actually doesn't suffer from anything serious at his prostate.
This said, in the vast majority of situations a joke about different female sensitivity can be made in a polite way and without putting PMS in it, but in that specific Galaki case it could be done only that way, being a play on words.
