I don't see how it would be superior. There are positives and negatives to both. The big negative about DVR is that it isn't free. DVRs usually come with a monthly cost. Will that factor into XBL Gold subs? Who knows. The positive on having DVR functions is that it would be able to record more than just games like your cable TV shows which would be a huge plus.
The PS4 feature allows for 15-minute recording sessions doesn't it? That's enough for a whole COD match. The feature is supposed to be instant sharing so I'd say 15-minutes strike the right balance. Who wants to wait for hours of video to upload? You want to quickly upload your video and then continue playing. Do you ever see Youtube videos longer than that? Most are under 10.

I can think of tons of games where I would want a longer record time than 15 minutes. A max of 15 minutes is cool if you just want to upload some cool highlight. A DVR type functionality would be infinitely better for me because the games I would use it for would run longer than 15 minutes.

More than 15 minutes is nice and all that. But considering the amount of users that are going to upload videos, maybe it's not realistic server-wise. It's all good if those videos remain local on your console's HDD or portable media, but I don't think it's viable or realistic from a server point of view.

I highly doubt either MS or Sony would be offering upload services for free. Or at worst it's like when Halo debuted with it and you can upload such and such but then get better upload options by going "pro" or whatever.
