FF13 didn´t vaporize after the x360 announcement so I don´t see the problem. It still got multiplats of the most hyped games and ports of former timed exclusives of titles where MS paid for marketing like Tales, Star Ocean etc, so there wasn´t any problem support wise. The reasons are known and have been already stated, most publishers invested accordingly before the gen even started and it was always considered a price issue therefore it was in no point in it´s lifecycle abandoned.

Another point I want to mention is that while ports for PSV are definetly better than nothing, there is difference to PS3 getting multiplats in the beginning. PS3 was considered to be the most powerful console and even when ports have been worse compared to X360 obviously it wasn´t considered a big deal by the majority, PS3 beeing the stronger system was a more valid argument. Also since especially in the beginning most chose one system due to higher console prices it wasn´t a problem at all that those highly marketed games are on a different system as well since most didn´t own another console anyway.

The problem which also WiiU faces is that these ports nowadays are games that due to the ~7 year time to built a userbase for PS3+X360 userbase most gamers already can play on a system they already own. Something that couldn´t be said in the beginning of the gen when it was either PS3 or X360 and the fact that X360s userbase wasn´t big enough to cause such an overlap like we see today. We are talking about roughly 10millions (X360 when PS3 released) and 145Millions PS3+X360 today. That´s why PS3 ports for PSV aren´t exactly system-sellers and why those games didn´t sell on PSV.
