I think it's meant in the context of nagware. We all have the ability to block out verbal communication, but a pop-up on the screen not so much.
That being said, that could get expensive. Most likely Microsoft will want you to setup a phone number with your Xbox console, so it and you can be called. This means Skype minutes get consumed if a video call is made. Just chatting, probably doesn't. Then again, mom's angry face may be exactly what one needs to get motivated.
I imagine Microsoft will include 60 minutes of Skype minutes with each month of Gold. Just 60 minutes total for yearly subscribers. I also think it means Microsoft will change how Xbox LIVE subscriptions work. The console itself will have an Xbox LIVE account. In this way, a Gold subscription will apply to every user of the machine, not the individual users. Certain features and functions will still require a Gold account, but you won't have a limit on the number of users that can be tied to a machine, and therefore participate in the Gold plan of that machine. If you have three Xbox devices, you'll need three Gold subs, but any and everyone that plays on those machines will be able to do everything possible with Gold. Bottom line, Xbox subscriptions won't be user based, they'll be machine based.
