I doubt it, when a company decides what platform to develop for, it's all about market share. 13% of the handheld market doesn't really warrant investment. It's the old catch 22 - a company needs to sell consoles in order to get devs to make games for it, but devs need to make games in order to push the console. It's not a very different dilemma from the Wii U situation in the console world.
