What kind of penalty would someone recieve in England for possesion of under an ounce? 

Usually nothing from what I've heard/my experience. If you're being disruptive they'll just tell you to go somewhere else, rarely will they do anything formal/official. My dealer got busted recently and he's looking at a few months-1 year in prison I think if they can pin him to dealing rather than personal use... I think he had 2 ounces, and scales and baggies etc. so I doubt he'll get away with personal use ;(
