Do you really need a new phone? If the screen is broken, get a new one, it should not be that expensive. Have you got Playstation Plus? You can download Uncharted, Gravity Rush(amazing game), Virtue's Last Reward; by the time Vita gets a price drop, you don't know if these games will still be available, Uncharted probably, the others may be replaced.
Edit: actually you can download Vita games to PS3 and then transfer them to PS Vita, even if they are removed from Plus.
