Not really. Look at how many games are still coming to PSP.(at least in Japan) Look at how God of War 2 came out in March 2007....PS3 was already out by then. The game sold well on PS2 and kept the PS2 relevant for a while longer.
Look at how much trouble Nintendo is having supporting the Wii U....if they had at least released 1 more major 1st party game on the Wii then people would at least have something to play. Not everyone wants to "upgrade" to an expensive system with a small library of games.

That part I don't agree with. I was referring to the PS4 part of the Playstation family part of the article.
PS4 is obviously the successor to the PS3. Sony obviously still has millions of PS3s it wants to sell so they're reassuing people that they don't have to upgrade right away. You're still getting games, arguably better ones than the PS4.
