I don't see it as a "failed" attempt, Samsung is making so much money they're laughing all the way to the bank.

But no, the Galaxy S4 will not because the iPhone 5S will be the main iPhone released in 2013 (words of a different sized one are circulating as well). There will be at least 10 flagship Android phones released in 2013, including the S4, Motorola X and HTC One.

While Samsung throws a few nice custom apps on their phones and pack it with great hardware, their build quality has nothing on Motorola, Sony or Nokia at this point (all 3 I'd rank ahead of Apple in terms of durability, Nokia and HTC are about on par aesthetically.) They also half-ass a lot of their ideas -- they throw together a bunch of things that should be great, but most of it is rushed to market.  Kudos to Samsung for making the only recognizable Android brand not called "Droid", but they still have a long way to go.

Google Now, Google Maps, etc; are excellent, but those are Google products.
Samsung S Voice is complete garbage
Apple's Siri and Maps are both in Beta at best.

Long story short: No, the Galaxy S4 will not beat Apple, but it also isn't a failure since Samsung will be banking like crazy. I like the S3 (4.7" w/ physical buttons) but it's already a little too big, the S4 is a monster. Nexus 4 is about ideal size (4.7" screen, on-screen buttons), shame it's a super fragile LG product that doesn't work on Verizon.
