Then they would have gone after Samsung like Apple considering Samsung is one of the most successful Android phone producers. It appears Samsung is unwilling to sign such agreement. I'm calling BS on Microsoft. Although I am sure Samsung uses contract manufacturers like Foxconn (hell I'd be surprised if Foxconn didn't make a Samsung product).

Samsung has been paying MS for the patent licenses since late 2011.
