what you're decribing is the opposite of what happened during the PS2 era. most games were made on PS2 and ported to the other systems. this actually cause the graphics of that gen to be slightly dragged down.

Well, PS2 were the dominant console back then, and most games were exclusive - but you might be right.... probably easier/cheaper to upscale than to downscale.
