It depends really by in what way you mean emotional. I've played games with very little story but they've been so magical that I felt sad when I completed the game as I wanted it to go on forever.

For me such a game would be Super Mario World and Mario 64.

that isnt an emotional game. i would define emotional game as a game that deliberately triggers human emotion. what you described is your sadness that a really good game ended, that isnt triggerd by the game but by your realization that the game you enjoy so much is over.  you didnt feel sad by what is happening at the ending for example but by the fact that it ended.

mario64 is by no way emotional. dont get me wrong its one of my favorite games of all time, but its pure fun. it doesnt trigger any emotions execpt for happiness but thats only because you are having so much fun in it, but i think in order for a game to be emotionall it needs to get in touch with more than one emotion. it should make the player feel a lot of different things at the same time, whether its sadness, happiness, fear, confusion, disgust or regret, i certainly felt all of those while playing heavy rain, but i never felt them during crash bandicoot or mario or uncharted for example
