The Wii U is reserving 1GB for the operating system, and the rest for games. 1GB is what the developers have to work with. That is why 1GB is said. Yes it has 2GB RAM total, but half is set for the OS. That is why you say 1GB, just like the PS4 is said to have 7GB RAM (1GB for the OS). Time will see what the next Microsoft console runs with.
