It depends on whether the cable provider is willing to pay MS a little bit of every cable sub that goes through an Xbox. MS wants to make money off everything, so unless these 3rd party service providers give MS a cut of their subs MS will get their cut by requiring you to have Gold.
Anyway, the $200/$300 plus subs payment option requires you to have Gold otherwise MS won't make anything. I'm starting to wonder whether MS will even bother selling a vanilla console, in the USA at least.
