Sony only has 12 studios, instead of 15, when they launched the Vita, and it's really telling. Let's see the 1st party offerings:

SCEA:
Bend: Uncharted: Golden Abyss. Probably the only million seller, I'm sure the team making a new Uncharted Vita game.
Santa Monica: No games. They have two teams. One is just finished God of War: Ascension, the other (Stig's team) working on a new IP, probably for the PS4.
Naughty Dog: No games. The even said, they won't develop for handheld. (Which I'm glad, but it's kinda said for the Vita-only users). Two team here two, one for The Last of Us and one for probably Uncharted PS4.
Sucker Punch: No games. Currently doing Infamous: Second Son for the PS4.
San Diego: MLB - The Show. And they've done Modnation Racers - Road Trip. Probably busy, making a nextgen MLB, but a new Vita game from them would be nice.

SCEE:
Guerrilla Games: No games. They're making Killzone: Shadow Fall for the PS4. The have a second IP in the making for the PS4 too.
Guerrila Cambridge: Currently making Killzone: Mercenary for the Vita.
Evolution Studios: MotorStorm RC. Great, but download-only title. They're making DriveClub for the PS4.
Media Molecule: Teraway is currently being made by them. Probably developing a new IP for the PS4.
London: No games. SingStar/DanceStar/EyePet/WonderBook developer, but they made the Getaway games too. Probably making something light for the PS4.

SCEJ:
Japan Studio: Sony's biggest studio, they have multiple teams.
Core Team: Soul Sacrifice developed together with Marvelous AQL. Currently making Puppeteer for the PS3, and Knack for the PS4.
Project Siren: Gravity Rush. Probably making a Gravity Rush Sequel.
Team Ico: They're making The Last Guardian for awhile now.
Playstation C.A.M.P.: Supported by the Japan Studio, made by indie developers. They've made Tokyo Jungle, and currently working on Rain for the PS3.
Polyphony Digital: No games. Gran Turismo 6 or Gran Turismo Vita is in the making probably.

Defunct:
Bigbig Studios: Little Deviants. Should've been bundled, I still not understand this.
Zipper Interactive: Unit 13. The SOCOM developer.
Liverpool Studio: Wipeout 2048. Wipeout developer.

So the first party made 12 games to date (two MLB games), and 5 of those were launch titles. Without the 3 closed studios, they're need 2nd and 3rd party.

They've released some 2nd party games too:

LittleBigPlanet Vita from Double Eleven and Tarsier Studios.
Sly Cooper: Thieves in Time from Sanzaru Games.
Playstation All-Stars Battle Royal from SuperBot Entertainment.
Ratchet and Clank: Full Frontal Assault from Insomniac Games
Resistance Burning Skies and Call of Duty: Black Ops - Declassified from Nihilistic Studio.
Hot Shots Golf: World Tour from Clap Hantz
Ridge Racer Vita from the new studio of Cellius. This one is published by Namco, but Ken Kutaragi is the CEO of Cellius, so we will probably see games, that exclusive for the PS.

And download only games:
Tales from Space: Mutant Blobs Attack and Guacamelee! from Drinkbox Studios
Escape Plan from Fun Bits Software
Super Stardust Delta from Housemarque

The problem was with the 2nd party, that the games was either bad (COD, Res:BS, Ridge Racer); not Vita exclusive (Sly, Ratchet, PASBR) or download only.
The only to games that are not in those categories are Hot Shots Golf which is okay in Japan, but not too popular in the West and LBP, which is a great game, but not a system seller.

So they have a weakened 1st party and a not too reliable 2nd party.

What they should do is to change around is to rethink the strategy.
1) No more CrossBuy games for retail. It's okay for download-only games, but I'm sure Sly Cooper would've sold better if it was a Vita exclusive.
2) No more Nihilistic/nStigate games. They've probably killed the Resistance franchise (Insomniac doesn't want to do anything with it.) and killed the biggest 3rd party game for the Vita. I get it, they didn't had enough time. They're made bad games anyways.
3) Sony, use your IPs for the Vita! Not just the biggest ones, differentiate your handheld.
4) Port those games to Vita, what everybody wants! Flower, Journey and the HD Collections!
5) Don't make games for the PS3, which are obviously better suited for the Vita. I'm looking at you Puppeteer, Rain, Twisted Metal, LBP Karting!
6) Make sure that 3rd party games are steady, so get every year an AC, COD, and NFS games.

So basicly:
1st Party - big Sony IPs, 2-3 a year, plus a new IP. 
Santa Monica (GOWA team) making a Heavenly Sword port, and a Heavenly Sword 2 for the Vita. (2014 and 2015 respectively)
San Diego should make a new LBP karting (call it 2 or Vita). Or port the first one for 2013 fall.
Bend making Uncharted GA sequel, available at Xmas 2013. (They've had 2 years dev time.)
Evolution Studios should make MotorStorm a Vita exclusive IP, make a 2nd team there if needed. 2014 fall should be the target.
Guerrilla Cambrigde should revive the Resistance franchise for 2015 fall with a new game. Also with Insomniac out of the picture, Resistance should be a Vita-exclusive from now on.
London Studio should fill the GTA void with a Getaway game, which play more like a GTA. Also Vita exclusive, and realesed for 2014 fall.
Project Siren should be working on Gravity Rush 2 for a 2014 release.
Studio Japan, Patapon Vita!
Polyphony, make a Gran Turismo Vita, for 2015 fall.

2nd Party - smaller Sony IPs, and forgotten ones.
Double Eleven making a Frozen Synapse remake for the PS3 and the Vita, so they're can't work on Medievil, so the next best should be Sanzaru.
Housemarque should be making a Dead Nation sequel for the Vita.
Siphon Filter is a hard one, because it's a Bend IP, so best would be for them to develop a new game. If not possible try a new dev, with some stealth and shooting experience. (For example Zipper, but they're gone now...)
Japanese devs should be assigned with a revival for Dark Cloud, Wild Arms or Legend of the Dragoon.

3rd Party - Big IPs secured for the platform every year.

Wow. Long post, and rant, sorry about that. I like my Vita, but Sony makes stupid descisions from time to time.
