It's a good idea, 360 has a great library on XBLA and there's still life in the platform outside of future AAA titles. Newcomers who want durango probably have little interest in paying for BC, conversely 360 is cheap and suitable for folks who want casual games and media. User-pays keeps the price down, which I liked about the 360 with stuff like Wifi; something I don't want to pay for so I don't pay for it.
