Permaban votes. If a user manages to get a certain amount of bans in one month (let's say 4-5 bans) or a total amount of bans (maybe 12-15?) a vote box would appear on the mainpage, where every user of the site would have the option to vote "Permaban" or "Stay". I'm aware this could cause some problems, but IMO it would be well worth it.
