Perhaps I'm alone in this, but I do consider exclusive games that are ported onto another console, THEN released outside of Japan. If we were to include/exclude the huge amount of games that are/are not exclusives by including Japan, we wouldn't be able to measure all.
That's why I, for example, consider Tales of Vesperia a 360 exclusive, despite being on Ps3 in Japan. The same reason Ni No Kuni is exclusive for Ps3, despite being in the DS in Japan...because it is Japan only, right?
