Well, he is a dwarf as much as Peter Dinklage is a dwarf. In Westeros their is only one race south of the wall; man. You can argue about first men and andals but that's like Anglos and Saxons. Dwarfs exist in Westeros as Tyrion points out most are killed as babies, but he is Tywin Lannister's son and a noble would not do that. He merely resents and blames his son unjustly for death of his wife.
