The governor will play a part of season 4.  It was in an interview on IGN, I think.  

I am ready to move on to be honest. I think they had their chance for a great ending, and blew it. But I am sure they will change my mind. Still was so let down by that season finale. Supposedly it was so that we do not get used to or bored with the same thing happening each season. But I think they failed miserably.

I thought it was a strong episode, but not for a season finale.  What I thought they didn't do right was the Rick/Govenor standoff.  The way they hyped it I thought it would be an episode long fight almost.  The way it sounded in the interview the govenor will not be the main focus and will only be like a recurring character who will give the group some sort of trouble.  But, I agree they should have killed him off in the finale. 

The interview also stated that there will be some fairly big changes in season 4.  Hopefully that means better writing, better zombies, and not so many filler episodes.
