Why is it not in 60 FPS then?

Probably due to time constraints, more than anything. Then again, I don't expect 60FPS from many console games in the coming gen.

I don't think having faster frames per second has anyhting to do with time contraints, its a hardware thing, which is why when you emulate old console games on PC for example they run at higher speeds, even though they're not made to be run that fast.

The hardware should be capable of 60FPS, thus, other factors must be considered. Time can play a role, especially for a launch title. Whether or not it's the case here is anyone's guess, but the PS4's architecture is based on mid-level PC hardware, which should be more than sufficient to pull it off.

The PS3 is also capable of 1080P and 60 fps, the problem is what you do on every frame. The bolded phrase isn't true or false whithout context.

Sure it is, but not without heavy corner-cutting. This go-around, between the X720 and PS4, I don't think hardware will be the issue. I just think more devs will pusher for higher poly counts over frames.

In two-three years time, the PS4 and nextbox will have the equivalent to a mid-low graphics card, and a CPU of a high performance tablet. Do you really think that you will have the same graphics than the top PC games of 2015-2016 on the PS4 and the Nextbox, on 1080P and 60 fps?
