Ill use the most recend Tomb Raider as an example. It has shipped i think 3.4m so far? But it has only sold around 1.5m. There is still another 2m in stores waiting to be sold.

That much I know. And I know people estimate that there is usually around 1.5 million (give or take) consoles sitting on shelves, which then given the shipment numbers we are given we should be able to estimate and be pretty close to actual sold to consumer numbers.

The way I look at it is it is a bunch of rabbid fans making guesses. I would tust a source that is actually using data like vgchartz instead of random fans guessing. That is just my opinion though.
It all comes down to how muc retailers have faith in the product and how much the company thinks they can sell within a time limit. If Sony thinks they can sell 5 million Ps3's in a qaurter they will ship 5 million PS3s. Doesnt guarnantee that the retailer sells them all though.

Has nintendo release the Europe sold to consumer data that it usually releases for the consoles? Or do they just do shipped too?

To companies shipped means sold so I assume that it means shipped for them as well. I dont know if they have released the europe number though.
