The Tales series doesn't sell well in Japan either. Not just the Vita titles. The Vita titles just sold really poorly. They'd sell way more in the US, that's for sure.
Here are sales figures of all the latest Tales games in the west and Japan.
Tales of the World Radiant Mythology. US: 160,000 JP: 230,000
Tales of Vesperia 360. US: 270,000 EU: 140,000 JP360: 190,000 JPPS3: 420,000 ROW: 50,000
Tales of Symphonia 2. US: 220,000 EU: 20,000 JP: 240,000 ROW: 20,000
Tales of Graces F. US: 200,000 EU: 80,000 JP: 420,000 ROW: 40,000
Now I didn't add Tales of Graces Wii sales like I did the Vesperia PS3 sales, but if you look at the sales numbers, the numbers in Japan aren't that much higher than everywhere else. Radiant Mythology has a difference of 70,000. Vesperia sold way more in the US and Europe than it did in Japan for the 360. Then it was released for the PS3 and we didn't even get a chance to see how it would sell here, but if you look at the combined sales of the 360 version in the west it's still not far off. Symphonia Dawn of the New World sold more in other regions than it did in Japan. Tales of Graces F is again not too far behind.
Namco Bandai just has wild expectations for sales in the west. The series sells poorly in Japan compared to most big name RPG franchises. They actually have to develop the game in Japan for those poor sales. In the west all they'd have to do is localize the games for over half the sales they've received in Japan. I think other publishers have even displayed interest in doing so but they wouldn't have been able to get the license to publish.
There could only be two possible reasons for Namco Bandai to not publish the Tales games.
Namco Bandai hates the west. I think this one true. Why else would they keep localizing Gundam Musou games and not anything good? /sarcasm.
They don't like money. I think this is also true.
