Hummm... you mean when there is no game runing?
Basically it should be that the next host opens sign-ups after current game has finished, or at least after the hammer for the last day has occured.
If the host isn't available the host of the previous round should open the sign-ups.
I think the inclusion of Words of Wisdoms sign-up template is a given... it summarises everything important.
Other than that I don't think there is much to do to keep order inbetween games.
