Watching the actual interview, he seems to be talking pretty much from how the PS3 was and ignoring what has been revealed for the PS4. He doesn't seem to be taking into account how Sony has gone out of its way to make its console easy to develop for by taking developer feedback into account and inviting them in the process of building the console. He just talks about how Sony used to be with PS3 and before where they wouldn't even have properly translated guides for their console dev kits in english and devs would have to translate them into english themselves. But those days are behind us as Sony seems to have learned from their mistakes and really prioritising devs.
