There is just little reason for the Japanese to buy an Xbox branded system. Sony and Nintendo will always have more Japanese developer support and Kinect isn't exactly suited for average Japanese dwellings. Microsoft tried to buy some niche Japanese exclusives but they weren't enough to force most people into buying another system.
Microsoft isn't going to leave the Japanese market but it would surprise me if they continued to pour money into it the way they did with the 360.
