There appear to be features that would not work without the PS4 Eye.
Unlike with the PS3 Eye and Move, it seems like the PS4 Eye and the PS4 will be packed together for the simple reason that including it, as with Kinect, ensures adoption of the device and peripherals Not to mention the use of the features the camera is designed for.
If Sony can't ensure that users will buy the PS4 Eye, why even bother with advancing the feature set beyond what is already available in the PS3 Eye? Why talk about features as if they'll be a part of the system. Like the ability to switch split screen positions based on the position of the controller, the identication of users by both camera ID as well as by controller color, or the ability to "see" around corners by angling the controller?
All those features are selling points IF PS4 Eye is included. They're pointless if it isn't. The "hardcore" gamers would be the ones taking advantage of some of these features, not casual gamers. Other features, everyone will take advantage of. And honestly, I think Sony will simply to undercut Microsoft with the Xbox 8.
If Sony includes a PS4 Eye with each console, it undercuts Microsoft's advantage with voice interaction. Both Sony and Microsoft versions of the games would be able to feature voice interaction. While a developer could develop voice interaction for both systems, and include it in each package. Why bother if gamers aren't using the feature? It's time and money with no guarantee of a pay-off. Why do you think Microsoft is rumored to be offering Kinect included with its console?
So while it hasn't been said explicitely, it seems Sony is implying it will be.
