So I don't know if them being the creative directors have really anything to do with Final Fantasy XIII being considered a let down.

"Really anything to do ?" Talk about ignorant: THEY MADE IT.

And a vocal internet minority doesn't mean anything about a game's worth. FF XIII has been the scapegoat for the fall of a whole genre by some lifeless forum dwellers who think that by moaning about a game that most people played, enjoyed and then went on with their lives, 2 years later will change something. People vote with their wallet in this industry.

Where are you getting this idea that FF13-2 selling less than half the copies of FF13 is due to a vocal minority? Where is this idea of a vocal minority coming from if the critical reviewers awarded lower scores to FF13 than the preceeding FF games?

No the JRPG genre hasn't fallen. Games like Valkyria Chronicles, Dark Souls, The Last Story, Xenoblade, Tales series, etc demonstrate the quality of JRPGs is still high and is improving on certain levels. The sales of these games are weaker than FF13; but by no means has this genre fallen. it has been FF13 that has sullyed the reputation of JRPGs, not the other way round.

And yes the developers are highly accountable for the quality of FF13. When Kitase says that FF13 was greatly inspired by Call of Duty Modern Warfare 2, Lost the TV show, and Leonia Lewis will be doing the vocal track for the game; it means the developers are aware of what their doing. Thats not the fault of other Japanese developers, thats the fault of the developers themselves, no blame can be laid at the other games which represent the JRPG genre.
