The Jaguar actually had a 64 bit bus, that could technically make it a 64 bit.  Considering most of the coding was done to the 68000, the bulk of the games were 16 bit games.  And yes, it used the two 32 bit processors.

By the way. the Intellivision was one of the first 16 bit videogame systems, if not the first.
