PSN downloads are noticeably slower for me as well, and I have the PS3 set up in a DMZ. It took me like half an hour or so to download the 7.-something GB Assassin's Creed 3 on 360 yesterday. I can't imagine the process on PS3 with the downloading of the game, updates, and then installing. I really hope they improve these things for PS4.
