Seriously? Even shitty Croatia starts with 5Mbit/s, (optical cable starts at 10 or 12, and it's actually cheaper than the 5 over the adsl, sadly only available in Capital).

Of course it is not for the whole country. I mean, the best offer is 100mb/s for about 30 euros per month. But that depends on where you live. Most of the places don't have optical cable available, so those places are where the most painful scams are going on.
