Well that's assuming they don't get eaten by wild animals. I mean, walking free dead meat, since zombies generally only attack humans. All the suddenly abandoned cats would probably go feral rather quickly and zombies would end up being their food of choice.
The reason why you have to start off at 90+% zombie plague is because... zombies actually kind of suck. It's too hard to suspend disbelief that we wouldnt kill them off before they were any kind of real threat.
Even World War Z has a lot of narrative holes on that.
