Elizabeth said: "The same, yet different" so it doesn't make sense for them to be the same. Also Andrew Ryans is way too young to be the same as Booker, in 1912 Comtock was already an old man, and Bioshock 1 took place in the 50's, so it doesn't make sense unless Andrew Ryans also had a way to travel to other universes lol.
