Since the majority of the opening PS4 titles are avaliable on the PS3, people will simply stick with their PS3 and continue to play the games on there until the PS4 gets established a few years later down the road. It's the same reason the Wii U hasn't sold as well as it was supposed to, and the same reason the PS3 didn't sell at all back in 2006 (that and it's ridiculously high price tag).

If your system doesn't have a ton of must have exclusives (as in, things that can't be played on previous gen), then it won't sell that well (barring some other "cool" feature like the Wii had)
